Follow-up Comment #3, bug #22608 (project freeciv):

It looks like gtk20.mo files exist in both my failing and working versions.
Don't know if they are where the installation is looking, of course.
(In all cases I have Freeciv installed for a single user, not systemwide.)

Possibly notable is that for 2.3.5 I only have a Gtk2 version installed, but
for 2.4.3 and 2.5.0-beta1 I have both Gtk2 and Gtk3 versions installed in
parallel. gtk3 versions have their own trees and .mo-files, but it's possible
the two installations interact in some way anyway; I haven't tested this.
