Details:
When currently being researched technology is outside deep goal tree, then
when it says "Scientists don't know what to do" it might select at next turn
next technology to research outside selected goal tree and you need to load
previous save. This worked correctly in previous versions.
Related problem what makes this issue serious and can force to go back to
earlier save is that you can't fix wrong selection by selecting wanted
technology. In earlier version you could change selection right after it had
been selected by goal system without losing bulbs (but not any more in the
next turn, then you lose bulbs depending on settings as it should be).
If selected goal can be researched immediately, then it works correctly.
This bug is present at least when experimental ruleset is being used, but I
recall it being present with default ruleset too.
