Details:
All rulesets use Lua to grant a tech from a hut. On top of this the
multiplayer ruleset uses Lua to grant a tech from a wonder and another tech.
Introduce a Lua mechanism to notify all that share research with the player
that is triggering the scripted event. Use it to inform them about tech gained
from hut, wonder and tech just like the player it self and those with an
embassy to him today is noticed.
