Details:
As proposed in bug #22876, this patch removes root_reqs from S2_5 experimental
ruleset.
They are left to TRUNK as solution for the slowness issue should be solved
before 2.6 can be released, as it does affect even those rulesets that use
root_reqs in more traditional manner to create multiple tech trees.
