Can you use crosser-based builds http://forum.freeciv.org/f/viewtopic.php?f=9&t=9 ? Latest of those is from 25-Oct. I have a vague plan to make Windows Installer build soon after S2_6 has been branched 02-Jan, sort of "alpha0" build.
