Follow-up Comment #4:
Attached patch simply removes our own --disable-nls handling hack, and lets
upstream gettext bootstrap files to do their thing.
This fixes --disable-nls at least in case where gettext tools are available
build time. I'm not sure if gettext bootstrap allows building without msgfmt
and friends.
