Details:
HOSTILE_PLAYER() is used in places where it would be better to consider also
No_Contact players an threat - though AI itself proposes cease-fire on first
contact, we can't count on human player to accept.
- Make HOSTILE_PLAYER() to consider No_Contact players hostile
- Rename it as POTENTIALLY_HOSTILE_PLAYER() to make this clear
