Follow-up Comment #2:
Those rulesets where partisans are granted based on citizens are more affected
than others, but it *is* possible of barbarian player to end up as original
owner of the city from a hut.
So in theory there might be compatibility question to check out for civ2
ruleset (I guess that barbarians should never get cities from a hut in the
first place there, so the question would be mood) Attached patch for TRUNK
prevents barbarians from getting partisans in any of the supplied rulesets.
