Follow-up Comment #3, bug #22744 (project freeciv):

Some thoughts:

1. Migration have been common all over history (and before), I think. But what
was in experimental was exaggerated. I think, migration is most of the time
much lower. Not tested, 30 % seems still too high.

2. Bigger distance is quite realistic (see migration from Africa to Europe,
within the USA or the EU)

3. There are always reasons to migrate. That make me think, that it happens
rather away from bigger cities not smaller, and very seldom that people give
up a small city completely. Because bigger cities have a tendency to
overpolpulation.

4. Is there a factor (in the ruleset) that change migration effect over time,
e.g. by nations's population oder climate change?
