Follow-up Comment #4, bug #23068 (project freeciv):
It has been a latent bug grounded by patch #5520.
Converting research sections from 2.5 format depends on number of [player]
sections. In the case of scenarios without players it's zero in the savegame,
and no broken research sections should be generated. However, earlier
compatibility conversions may (and after patch #5520; always) add incomplete
player sections.
