Follow-up Comment #11:
- Include "freeciv_config.h" directly to fcintl.h instead of giving an error
that it should be already included.
Otherwise almost all freeciv source files would be required to be changed for
it to compile correctly. It shouldn't make difference for the fcintl.h whether
it's included beforehand or in the beginning of the header itself.
