Follow-up Comment #1, bug #23098 (project freeciv):
Do you mean that it should bump want for such a building (that it doesn't do),
or that you are somehow getting a unit that requires building not existing out
of it? Latter it should not do, and if you are getting such results, please
tell how to reproduce (ruleset & savegame)
