Details:
Lack of "settings" section in game.ruleset is considered an error. I don't
think it should, there's no point in forcing empty section there when all
settings use their global default (also: I don't think current secfile API
allows writing a section header (empty section) when there's no values to
write. That affects ruledit).
Fix attached.
