Details:

To reduce duplication in effects.ruleset (and avoid a recurrence of bugs like
bug #22728), use the new NationGroup requirement of patch #5383 for barbarian
effects.

Possible issues (which don't block commit):
* Should data/nation/animals.ruleset be in the Barbarian group? For now I
haven't put it there, since there were no Animals effects in any
effects.ruleset.
* (cosmetic) What should the nation group be called for the alien ruleset? For
now I've stuck with "?nationgroup:Barbarian" as for other rulesets, but it
could be more... alien. (But I don't think the group name is ever going to
appear in the UI.)
