Follow-up Comment #1, bug #23136 (project freeciv):
Doubling the limit to 50k does not help.
Accourding to the backtrace, it's always evaluating the governments,
dai_gov_value(), where the seemingly limitless iterations happen. It might be
just some specific civ2civ3 government form.
