Details:
Add initial versions of json-protocol files.
To understand what this contains, it's good to know how it was created:
1) Current freeciv sources were patched by freeciv-web protocol changes
(making it to use json-protocol)
2) Copied patched dataio.[ch] and packets.[ch] as _json.[ch] versions and
restored plain version of the original files
3) Cleaned up a bit & made to compile separately from other freeciv-web
changes
