Details:
Reading the source code (not tested): sdl-client's check that players are not
already in war before adding buttons for Cancelling Treaty. The bug is that
also Withdraw Vision button is handled within that block guarded by the
not-in-war check. So if you end to a war with someone you shared vision with,
there's no way for you to withdraw the vision (I'm assuming it doesn't happen
automatically when war is declared)
