Details:
Patch #4762 made various ruleset flag names localisable.
These flags have some quite awkward names ("ParadropFrom", "Build_Airborne",
"Cant_Fortify"). They should at least have TRANS comments explaining the sort
of context they'll appear in.
(That flag names like this can be presented to players is still a bit
unsatisfactory, though.)
