Details:
When a disaster occurs:
* Disaster name was not translated
* Avoid terminology "food box" and "production box" that's otherwise not
mentioned in the help (except server settings)
* For EmptyProdStock, explain what project was affected.
* Use city_link() more.
Also expand the description of the 'disasters' server setting.
