I'd be glad to see it included.
I did include it in my experimental version of v2.5, that I plan to share
soon.
I did not create the patch for v2.5 because I do not see it as an important
unbalance if not included, and because people used to get large cities with
pop 8 might need to adapt the strategy a bit.
But I personally prefer to introduce this kind of changes as soon as possible,
so new people do not get used to something that will change later.
