Details:
Only list unit as capable of building an extra (road or bases in case of S2_5)
if it fit's requirements of the extra in question.
- Automatic help was not mentioning bases at all before, now they are
included. Also duplicate information from user unit flags removed from
supplied rulesets
- Removal of the extras (pollution and fallout cleaning) is not yet handled in
this patch
This creates quite a many separate entries to unit help. Should we combine
them to just one entry / extra cause:
1) Can build Irrigation and Farmland
2) Can build Mine and Oil Well
3) Can build Road, Railroad, and Maglev
