Follow-up Comment #2, bug #23069 (project freeciv):
Note that after this patch goes in, you are certain to find out if there's
stale fc_config.h or fc_config.h.in files still outside gen_headers/. Took
myself a while to get it to build correctly (even rerunning autogen.sh alone
did not help as long as there was old fc_config.h to pick up to compilations).
You probably need to remove the stale files first, and then rerun autogen.sh.
