Details:
Add public FREECIV_NDEBUG macro. Use it instead of NDEBUG for controlling
freeciv specific debugging facilities (fc_assert() etc).
Freeciv's NDEBUG usage (for standard assert() ) remains completely private,
and does not interfere with external projects', built on top of freeciv, usage
of NDEBUG.
