Details:
Qualify "Literacy" (how literate your people are) to avoid translation
distinct from the tech (the works of writers) by the same name.
Noticed when kids were playing using Finnish translation: in tech tree
"reading skill" is distinct from, and above, "writing (skill)". Well, I guess
it's good to have something written already when people first learn to read.
