Follow-up Comment #6, patch #5763 (project freeciv):
After some tests, now I'm more confident that it would be an improvement for
2.5 too.
I think there is no risk in this case to make it overpowered, compared to
despotism.
And I have verified that AI keeps using both despotism and tribal during the
initial turns (tested v2.5 beta2).
