Follow-up Comment #8, bug #23231 (project freeciv):
advance_by_number() has behaved like that always, or at least for a very long
time, so it has not caused other problems too obvious.
So it would be nice to resolve 2.5.0 situation by changing just the caller
side, but

except that there's no way to fix this in caller's side only. There's no other
way to get access to advance structure of A_FUTURE either. At minimum we need
to add separate function like advance_by_number_future_included().
