Details:
Currently insert_allows(), which is used to insert help text like "Allows
Aqueduct", only covers buildings.
It would be helpful if it also listed governments. This is particularly
noticeable with civ2civ3, where there are more governments enabled by techs
other than the eponymous ones (e.g. there is no Federation tech) so the
correspondence is less obvious.
The Gtk clients' hyperlinked equivalent output could also do with this being
added.
