Details:
Followup to bug #22417:
S2_5 help for civ2civ3 Transports currently says:
* Can build Road and Railway on tiles.
* Can build Fortress on tiles.
* Can clean pollution from tiles.
* Can clean nuclear fallout from tiles.
Now that cazfi's done patch #5006, it's useful to add negated reqs to prevent
building road/railroad/fortress. (This is already in practice impossible,
since the only land tiles Transports can enter are cities, where it won't be
possible to build any of the above.)
Help can be reduced to:
* Can clean pollution from tiles.
* Can clean nuclear fallout from tiles.
which is correct.
Patch for S2_5 attached, later branches to follow.
