Details:
I have realized that transports can raise the veteran level while cleaning
pollution. This was not intended, and I'm not liking it.
This patch will create custom veteran chances for transports and engineers, in
order to disable the veteran_work_raise_chance for transports, and to reduce
the chances for engineers (as suggested in patch #5007).
