Details:
As Windows Installer build Makefile has compatibility dependencies to specific
gnuwin environment, it should be documented which gnuwin environment should be
used for a given freeciv version.
Logical place is that same Makefile, which already has comments otherwise
documenting the Windows Installer build process.
