Follow-up Comment #1, bug #22676 (project freeciv):
It seems like the problem is constant spacing: in your screenshow "Theme" and
"Tileset" rows need more vertical space due to text entry widget. gtk2-client
has just those rows with wider spacing, but gtk3-client has all the rows with
that same spacing.
