Details:
If a unit in the auto settler state is ordered to build a single road (via
unit_change_activity) it will lose its auto settler state. If it is ordered to
build many roads ("Connect with Road" via unit_orders) the auto settler state
will remain.
This is visible when orders aren't cleared on focus.
Attached path clears the auto settler state in both cases.
This is present in 2.4 and 2.5 too. Not targeting them since I'm uncertain if
this is big enough to be worth a behavior change in stable branches.
