Follow-up Comment #1, bug #23337 (project freeciv):
Maybe the ruleset is exploiting a non intended effect of the game, but it is
actually working as expected in all my tests.
When you click the output info in the city dialog, it appears as science being
produced by the citizens (instead of coming from taxes), and it is later
multiplied by the effect of buildings and governments.
A similar effect is used for many other wonders: Darwin's Voyage, Great
Library, Isaac Newton's College, Internet, Hanging Gardens, J.S. Bach's
Cathedral, Shakespeare's Theatre, Cure For Cancer, and A.Smith's Trading Co.
Copernicus is the only one where the effect is not restricted to the central
city tile ("CityTile", "Center", "Local"), but it works right in my tests with
S2_5 beta.
