Details:
Since we've reverted packet type to 8bit value -> initial protocol is
identical to main protocol, in S2_5, update HACKING document to at least
explain why the same header is documented twice. Also change comment about
PACKET_TILE_INFO in initial protocol example to PACKET_SERVER_JOIN_REQ as
former is never sent in initial protocol.
Latter branches get only the PACKET_TILE_INFO -> PACKET_SERVER_JOIN_REQ change
