Details:
When city founding is or may be legal handle_city_name_suggestion_req() is
supposed to send the name suggestion. When it isn't is is supposed to start
explaining why city building is illegal. Patch #5606 made it start explaining
why city building is illegal even if city founding is or may be legal and the
name suggestion have been sent.
Fix attached.
