Details:

Add server option 'persistentready'

This is meant to ease a bit a problem of getting long-turn style games
started, though in this initial form much is left to completely solve the
problem.
In order to get the game running, it's not enough that all the players are
connected simultaneously. Everyone has to have also 'Ready' toggled on.
Normally it gets automatically toggled off when there's changes to connected
players, meaning that one player's temporary loss of connection causes all the
'Ready' status accumulation to start anew. That has been happening to us over
and over (it can take over 24h for last player to toggle 'Ready' again, and in
that timeframe someone always loses connection)

When DISABLED, the default, behavior is like it has always been
When CONNECTED, any currently connected players keep their 'Ready' status even
if other players connect or leave.
There's no other values supported yet.

Change in server settings always causes readiness to get lost (those do not
happen unintentionally).
