Split from bug #23441:
The column headings on the citizen nationality display on the Gtk client city
dialog Happiness tab aren't localised (see file #24193).
citizens_dialog_create() needs more _() around pcol->title.
The strings are marked for localisation, so it's OK to fix this even on S2_4.
