I can reproduce from the savegame in 2.5.0. Ruleset is 'experimental'. All
units on the tile are owned by 'chris' (Akkad). Playing as 'chris', the Units
tab of the unit selection dialog for the tile shows:
* a Carrier with a '+' symbol indicating cargo, but no ability to expand to
see what that cargo might be
* two other non-transport ships
* two Bombers [l tgt="unit" id=2214 name="Bomber" /] [l tgt="unit" id=2225
name="Bomber" /] which are not shown as loaded and are apparently unable to
load on the Carrier
Going to the Tile tab reveals 8 more sentried Bombers with "L" symbols
indicating they're loaded.
Looking at the savegame, there are 8 units transported_by Carrier 2097 (all
Bombers). They have the same coordinates as the Carrier.

It looks like the main symptom is that the unit selection dialog "Units" tab
fails to show cargo. This would make it easy for the player to 'lose' units.
Can that explain all the symptoms? Does examining all the suspect Carriers
with the 'Tile' tab show cargo which explains the inability to load new cargo,
for instance?
