Details:
The main difference between helptexts of different electrical plants of
civ2civ3 are the name of the plant, and the fact that other plants mostly just
refer to Power Plant help.
Ease this for translators by providing same helptext for all plants. All of
them have full helptext. The name of the plant is replaced by "Any kind of
electrical plant"
