Details:
Make 0.15 the minimum gettext version. After that we can rely on gettext
having context support and start transition to use those instead of our own
qualified strings code.
I'm expecting long transition where only strings that are anyway touched get
converted. We don't want to force translators to do full retranslation of
existing strings (nor would we get one for many languages -> we'd only lose
the translations we currently have)
