Details:

Added new entry to caravan popup dialog: "Establish Trade route with temporary
Max trade _CMAs". This is enabled only when both home and destination city is
already under some CMA.

This will first save current CMA for both cities, then enable CMAs optimized
for trade, then create route and finally restore CMAs. Currently causes "The
citizen governor has gotten confused dealing with Foo.  You may want to have a
look." message in chat windows, but don't see any adverse effect.

Reason: sometimes revenue bonus can be even more than 2x from currently
selected CMA.

Currently you either need to manually select some trade CMA for both cities or
select it for all cities before starting to establish trade routes. If caravan
goto goes to city, then only option currently is "Keep moving" (or disable
dialog) and do above and then manually create route using 'r'.

Idea for further change: Assign 'R'-key for this when manually creating trade
route.
