Details:
I just tested regular client and server with json protocol enabled. I could
get all the way to starting the game and even playing.
Just settler activated client shows only its own tile as the city area, and
the console get filled with:
ommon/city.c::98]: assertion 'city_radius_sq >= (0 * 0 + 1)' failed.
