Follow-up Comment #1:
Ai level and ruleset are not really (technically) server settings.
As for the real server settings:
1) Client does not even know about all of them -> it saves value only for
those it handles at all
2) It's not like server is forced to use the settings client has saved. Client
just sends the requests to change the settings to ones it has, and server
checks if the change is legal (local client usualyl has 'hack' access level so
it's authorized at least)
3) I'm not sure what happens when server settings are reseted (for example as
part of changing ruleset) when client is already connected (has sent its
settings preferences once already)
4) Rulesets can define settings (again, I'm not sure if these are always
prefered over the ones client has already sent), and ruleset can even force
these settings that they cannot be changed
The situation is already rather annoying. I'm not against someone fixing it
before, but I set 3.0.0 as target since by then this must be fixed because of
civ2civ3 ruleset, which uses some settings different from the server's
internal default, is the default ruleset.
