Details:
This patch reworks multipliers.c and the network protocol to be more similar
to other ruleset objects. In particular, it gives them a stronger notion of
numeric index, making fixing bug #23584 easier.
Changes are mostly non-functional; some memory leaks are fixed and better
error checking introduced.
I've also rolled in a fix for bug #23582, since I'm changing the network
protocol anyway.
