Details:
(All Gtk, since none of the other clients support multipliers yet.)
* Enforce multiplier step size in UI
* Give sensible 'page' size to sliders
* Don't crash if multiplier has no helptext
* Put help item in more appropriate position (next to "Government")
* Support Ctrl+Shift+P in Gtk2 as well as Gtk3
* Grey out Policies menu item if the ruleset has no policies
* Fix dialog title and menu item name
