Summary: Happiness tab doesn't explain Empire_Size_Step very
well

Details:
If a non-zero Empire_Size_Step is in effect, and you're over Empire_Size_Base,
text_happiness_cities() doesn't explain what's going on very well.
It says e.g. "Cities: 90 total, 70 over threshold of 20 cities. 4 additional
unhappy citizens." (for base=step=20)
It should at least tell you when the next step will happen.
Maybe it could say what the two step points surrounding your current empire
size are.
(Also, the "no penalty for empire size" case could usefully add the "%d
content before penalty" text for City_Unhappy_Size.)
