Details:

I've observed goto giving me paths through tiles which I can't actually go
through due to non-allied units. (Which were present at goto calculation time,
the client was aware of them, etc.)

I think it was that I had a passenger from nation X and the tile had one of my
cities or transports containing a unit from nation Y, where X was not allied
to Y. I'll try to dig out the reproduction case, but raising ticket now to
remind me.

(I vaguely wonder if this could have been a side effect of bug #23444. I was
playing with a mix of 2.5.0 and S2_5 svn when I noticed this.)
