Follow-up Comment #1, bug #23684 (project freeciv):
The bug #23676 will be reproduced with attached savefile.
Please take Icelandic and kill the Leader of Lesotho by cruise missiles.
Then new nation "Zulu" will created and at this point Zulu has 2 Leaders.
If Icelandic kill the Leader of Zulu in Roma, Icelandic become extinct.
With SVN revision 29214, Icelandic don't become extinct.
But somehow Leader of Icelandic becomes two.
