Details:
Separate trade routes from the city_info packet.
This makes max number of trade routes more flexible (no need to reserve
specific number of slots to city_info packet). This should also get rid of the
current error messages caused by sending uninitialized data in the unused
traderoute slots.
The protocol is still somewhat cumbersome what comes to traderoute removal.
When any traderoute is removed, traderoute_count in the city info packet
always sent before trade routes gets subtrackted and client then knows to drop
one traderoute. However, as it doesn't know which one is going to be removed,
it always drops topmost one. When actual traderoutes are then sent, the actual
remaining traderoutes might be handled as changes to the actually removed
traderoute that client kept.
