Details:
I have tracked it back to the Freeciv-web specific function
handle_goto_path_req() sending a non direction (probably from a non movement
order) to the web client.
I haven't gotten around to check what the order is and if its presence is a
bug or not. Reporting against freeciv-web for now.
Goto + refuel related?
